What are the 3 types of Batteries and Accumulators (B&A)?

The batteries and accumulators put on the market are classified in 3 types (defined as follows by Decree n° 2009-1139 of 22 September 2009):

  • Industrial B&A: any battery or accumulator designed for exclusively industrial or professional uses or used in any type of electric vehicle is considered an industrial battery or accumulator;
  • Portable B&A: any battery, button cell, battery pack or accumulator that is sealed and can be carried by hand and that is not also an industrial battery or accumulator nor an automotive battery or accumulator, is considered portable battery or accumulator;
  • Automotive B&A: all batteries and accumulators used for a starter system, lighting system, or automobile ignition are considered automobile B&A’s.

Warning:

A battery or accumulator that is integrated in a device for business or industrial use is not necessarily industrial in the sense of the Decree: if this type of B&A can work in households as well, it should be classified in the portable category.

  Warning:

  • Electric bicycle, skateboard, electric scooter gyropod: the European Commission confirmed in January 2014 that batteries use in electric bicycles, skateboards, electric scooters, gyropods are considered as industrial B&A, referring to the recital 9 of the 2006/66/EC Directive and to the definition of Article 3 (6).
  • The self-propelled electric mower is not an electric vehicle because it is not used to transport people or goods. Self-propelled batteries for electric mowers are therefore portable.
  • Battery powered wheelchairs (electric vehicle) are industrial.
  • Cases of hybrid vehicles: includes batteries of three types. The battery used for starting, lighting and ignition of the vehicle, whether conventional or hybrid car belongs to the automotive category. The traction battery of a hybrid vehicle belongs to the industrial category provided it does not start the vehicle. Other batteries of the vehicle (dashboard clock, wrench centralized, etc.) belong to the portable type. Thus, in the case of a hybrid vehicle with only one battery, the latter is a car battery.
